Photos of the Jefferson Memorial. The Thomas Jefferson Memorial is located on the south shore of the Tidal Basin of the Potomac River. Jefferson wrote the initial draft of the Declaration of Independence and later became the third President of the United States. The Jefferson Memorial was designed by John Russell Pope and completed in 1943. Four years later, a 19 foot tall bronze statue of Jefferson by sculptor Rudulph Evans was added to the inside of the building.
